The change itself makes sense, but the PR description leaves me confused. Passing a Foo& to const Foo& should produce a compiler error, not an implicit copy, right?

Sorry, poor wording by me. I meant what you said. As it gives a compiler error, you are forced to make a copy in order to call the function when having a const reference to the target triple object.
