This PR lowers the llvm.spv.flattened.thread.id.in.group intrinsic as a LocalInvocationIndex builtin variable.

Changing this to false will build a variable without any linkage attribute.

Lower the `SV_GroupIndex` semantic as the
`llvm.spv.flattened.thread.id.in.group` intrinsic.

Depends on #130670.
