[clang] Make the AnalyzerOptions
reference count non-intrusive

This PR makes `CompilerInvocation` the sole owner of the `AnalyzerOptions` instance. Clients can no longer become co-owners by doing something like this: ```c++ void shareOwnership(CompilerInvocation &CI) { IntrusiveRefCntPtr Shared = &CI.getAnalyzerOpts(); } ```
