The original PR #137963 had a
nvidia bot failure. This appears to be a flaky test because rerunning
the build was successful.

This change needs commit 6f2ba47 to fix incorrect usage of
`getReassociationIndicesForCollapse`.

Reverts #142639

the build was successful.

This change needs commit 6f2ba47 to fix incorrect usage of
`getReassociationIndicesForCollapse`.

Reverts llvm/llvm-project#142639
