we shouldn't hard code this here in the base template.

the binary commits should be removed and dealt with in the short term. the other things aren't blocking merge. |

New external libs
The major change here is a departure from sphinx's default layout to a fixed width, responsive layout based on Bootstrap's 12-column grid.
