this checks if the balancer is enabled (i.e. that the balancer is allowed to run) and doesn't check if the balancer is active (i.e. is actively balancing chunks.)
This has been a point of confusion in the docs, but I recent commit (from before you started working on this, fixed it, so we should probably update.)
