Temporarily revert the mongoc download version to 1.28.0 (current minimum required) for the 4.0.0 release, as the corresponding changes are not strictly required by the C++ Driver + users may manually opt to install and use a newer C Driver as needed to obtain newer features (such as CDRIVER-5517 / CXX-2995).
