libmongoc 1.24-dev recently bumped zlib from 1.2.12 to 1.2.13 (CDRIVER-4624). This change was applied to config.m4 in 14af5ea but that commit missed the update-submodule-sources script.
This was changed in mongodb/libmongocrypt@792beee for MONGOCRYPT-576

Just tested this locally with #1409 and mongodb/mongo-php-library#1064 and verified it resolves the QEv2 protocol errors. |

This should resolve downstream QEv2 errors (see: PHPC-2203).
Also addresses a missed change from #1423
