Changes LGTM pending the libmongoc update. I suggest holding off on adding new API for the vector type until we actually schedule that project. |

Also includes some tests for PHPC-2474 (binary vector subtype). These happen to pass, although the feature itself will require more effort.
Note: this is blocked on upgrading to libmongoc 1.29.0 (PHPC-2473).
