The staging/ and vendor/ directories have been synchronized from the upstream repositories, pulling in the following commits:

2025-06-02 16:13:26 operator-framework/operator-lifecycle-manager@88bdcf1 Jordan Keister only create cachedir if requested, since otherwise opm will error out serving it (#3589)
