Also added missing operator-scoping doc and fixed incorrect link to olm github repo docs.
@anik120 The missing operator-scoping doc was the reason the automated cherry-pick failed.
Backporting this to v0.14.x might work but I suspect we probably added/moved docs around after that as well so I might have to do it manually.
