Fix build script and tests for windows platform

• Updated build.xml to accomodate windows requirements
• Updated 7271.diff patch temporarily till PR gets merged in NB-24 Fix build issues for NetBeans Language Server VSCode extension on Windows platform apache/netbeans#7709
• Fixed tests that are failing on windows platform

Thanks @Achal1607 for figuring out this tenuous problem.

I would prefer to wait and check if some of the ongoing PRs will help resolve the scan root problem without removing that argument.
