Fix CODEOWNERS rule order

I stopped getting notifications a while ago even though they used to appear from time to time. After reading https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-code-owners, it looks like the other rules shadow mine. Therefore I'm putting my rule to the end.
