The --EXTENSIONS-- section already ensures that ext/readline is available, so there's no need to additionally check for unconditionally available readline functions.

maybe that was because any of the library old version but no idea of the reason

There was a merge conflict (libedit_write_history_001-win32.phpt has been dropped in the meantime), so I've applied directly to avoid another CI run.
