When a uv_tcp_t is closed in libuv, it will still invoke the pending connect_cb,
and I thought that it would always call it with ECANCELED, but it turns out that
sometimes we'll get a different error code instead. Handle this case by checking
to see if the request's data is NULL and bail out if so (the timeout expired).

This should address some of the flakiness seen related to the tcp-connect-timeout test on the windows bots recently.

feat: adds hover hint to ".." in record pattern

Hovering on the "rest" pattern in struct destructuring,
```rust
struct Baz {
    a: u32,
    b: u32,
    c: u32,
    d: u32
}

let Baz { a, b, ..$0} = Baz { a: 1, b: 2, c: 3, d: 4 };
```
shows:

```
.., c: u32, d: u32
```

Currently only works with struct patterns.
