It seems like a good idea to add the Rust Code of Conduct here. What do you think? It's in the core Rust repository (here). This PR adds it to rustfmt. I kind of think, for history's sake, that it would make sense for the repository owners' to add it, so if you want to do that, that's fine by me!
I followed the lead in the Rust repository to add the full Code of Conduct, rather than just linking to the page from rust-www. I think that's a nicer solution, but it does come with a risk of the Code of Conduct in satellite repositories becoming out of sync with the main version. To help with that, I've set up a repository that verifies everything is in sync (here).
Adding something will turn the Code of conduct line from the Community Page into a green checkmark.
