Accessibility audit fixes for Radio Group, Slider, SplitView, Spinner, Toast

Fixes #2336

Corrects the following:

• Radio Group: "Required" is not read
• Slider: Needs to read as disabled
• SplitView: Sorting needs to read when toggled
• Spinner: Small needs to read "Main Frame Loading..."
• Toast: Needs to read when displayed, also duration leaves too quickly

• While the contributor's branch is checked out, run npm run local-update within locally cloned site repo to confirm the site will function correctly at the next release.

@kevinparkerson I'm unsure about how to handle the "toast not reading toast contents." The role is status, so it should be reading the contents. @jcjuett
