This PR adds an appropiate README to the content library repository, in order to make the repository more easily identifiable. This PR is part of a fix for issue: scala-exercises/scala-exercises#494
Could you please review its structure and content? @raulraja @dialelo @juanpedromoreno. Once it's LGTM, I can adapt it for the other content libraries.
