Description of changes:
Update TS dependencies to current latest. Previously we use
3.0.0as a place holder but some newer dependencies like@aws-sdk/url-parserdoesn't have this version. Users building their generated client will see error that specified version doesn't exist. This is an one-off effort to update the dependencies.In longer term we need to implement GitHub Actions to make these versions always latest.
