See #23431 for background.

We'd like to investigate something similar for Maven, although we'll have to accept the limitation that the user will need to always build the full reactor for the feature to work.

A test case would fail to accurately capture the contents
of the layers.idx file unless the test project contained
at least one non-project snapshot dependency, which was only
true when the Spring Boot version was a snapshot.
