Add the release line extension to the production docs build and remove the major-minor-segment extension that it replaces.

This PR also revises the version-fix extension so it applies all necessary changes and only those changes. In particular, it has been updated to preserve the version when the prerelease value is -SNAPSHOT and to coerce the value to a boolean when set otherwise.
