perf: improve get_setters cache

Followup to #13341. I haven't actually tested or benchmarked this, but it seems like this ought to be an improvement, as we're now using the same cache in the new place we're using get_setters().

Svelte 5 rewrite

Please note that the Svelte codebase is currently being rewritten for Svelte 5. Changes should target Svelte 5, which lives on the default branch (main).
