This makes the name property use the CoreFoundation SPI to query the
thread name to avoid having to have this interface be used directly in
the tests.

@swift-ci please test Linux platform

This keeps the CoreFoundation interfaces confined to the Foundation
implementation and outside of the test suite.  This is needed to enable
tests on Windows.
