Revise the proposal according to the LSG's review decision.
This PR currently contains all of the modifications that were discussed during the review period. The name of
@execution(caller)has still not been decided, and the proposal will go into a re-review period solely focused on naming. I still need to update the proposal with that change, but I thought it might be helpful to review these modifications in isolation. I'll put up a separate PR with the change to be re-reviewed.
