Adjust the install location for ds2 and pick it up from the new location.

Tested at https://ci-external.swift.org/job/swift-PR-build-toolchain-windows/5753/ as a peer of swiftlang/swift#79744. This has no impact on swift.org builds as this is currently limited to the android SDKs. |
