Looks like the tests passed, so if there are no concerns, it would be great to be able to merge this so that we can merge the SwiftPM adoption of ArgumentParser. |

This will support swiftlang/swift-package-manager#2653, which adopts ArgumentParser in SPM. It'll require CI reconfiguration before merging.
