This set of tests also pass on Windows now. These are mostly invocation
adjustments or renaming/reordering that is needed.

One failing test:
Swift(macosx-x86_64).ClangImporter.CoreServices_test.swift

This set of tests also pass on Windows now.  These are mostly invocation
adjustments or renaming/reordering that is needed.
