Reverts #16616.

Fixes rdar://problem/40476573.

Now that #16615 has landed, I don't think we need this hack?

An alternative for ease-of-testing/switching between compilers would be to remove the behaviour and leave the flag ignored, until all our active branches include the full fix.

@swift-ci please smoke test

I'd like us to keep the flag around (but ignore it) for a little while, to help smooth the transition.
