We should be able to attach fixes to overload choices that don't

Seems like the macOS test was supposed to be restarted but it didn’t happen

I think one of the Linux nodes is out of space:

<unknown>:0: error: fatal error encountered during compilation; please file a bug report with your project and the crash log
<unknown>:0: note: IO failure on output stream: No space left on device
error: failed parsing the Swift compiler
