Update build rules to use ICU 64.2. The CI is migrating to ICU 64.2 which is locally built to avoid spurious failures in the build due to download failures.

@compnerd do you want to change the CI to also use 64.2? It should be easy if no other changes are needed. |

@drodriguez yeah, actually trying to do that with the VS2019 AMD64 build, and once that succeeds, I'll change the other one as well. Would you mind doing the change for the community CI? (I'm just pulling the build from Azure now) |
