build: spell parameter -fuse-ld= properly for Windows

We need to pass `-fuse-ld=` `gold.exe` on Windows when targeting Android. Given that we do not have a host toolchain for Linux on Windows currently, do this unconditionally. This is required for cross-compiling from Windows to android.
