Enable building libdispatch (C and Swift) in the CI machine, after
LLVM/Swift/LLDB finishes building.

Enable the tests of libdispatch (C).

Fix to get a full absolute path in %install_directory%.

@swift-ci please test Windows platform

Enable building libdispatch (C and Swift) in the CI machine, after
LLVM/Swift/LLDB finishes building.

Enable the tests of libdispatch (C).
