Reverts #28295. This may be the cause of a build reproducibility regression that we started seeing in https://ci.swift.org/job/oss-swift_tools-R_stdlib-RD_test-simulator/4140/. This is something of an educated guess, so I may need to un-revert it.
Hopefully works around rdar://problem/57257309.
