@shahmishal The existing link goes to the Beta page, and it might not be obvious that there's also a Release page (via the navbar). Would the proposed Resources page be better for the README.md, and also on https://ci.swift.org as the "Download Link"? |

Xcode 11.4 GM (11E146) is not on Apple's beta software downloads, so I added a direct link to its Mac App Store download page.
