If an invalid protocol P inherited from itself, then canonicalizing
{P} would produce an empty list. This broke another assertion I'm
working on.

This PR moves some support code for comparing associated types from GenericSignatureBuilder.cpp to GenericSignature.cpp, killing off a duplicated definition in the process.
