[cursor-info] Wrap @escaping/@autoclosure in attribute.builtin tags

What's in this pull request?

• Escaping: In cursor-info's "fully_annotated_decl" we are supposed to wrap attributes in <syntaxtype.attribute.builtin> tags, and wrap the @foo name in <syntaxtype.attribute.name> tags. We are currently only adding the latter tags for @escaping and @autoclosure.
• Scope: not a regression; breaks recognizing these two attributes in users of fully_annotated_decl.
• Risk: very low; just adds some callbacks to be consistent with our other attribute printing. Should only affect cursor-info/doc-info requests.
• Reviewed by: Argyrios
• Testing: Regression tests updated.

I misled Argyrios into thinking we only had a wrapper for the name when
we also have one for the whole attribute. Fix that for @escaping and
@autoclosure.
