Adjust `SILFunctionBuilder` to allow distinct non-custom effects and to interpret such "conflicting" guarantees to provide the strongest guarantee. For example, annotating a function both `@_effects(readnone)` and `@_effects(releasenone)` is equivalent to only annotating it `@_effects(readnone)`.
