Explanation: Update swift-system tag to 1.3.0 to enable Windows arm64 support.
Scope: Enable support for ARM64 on swift-system
Original PR: #73836
Risk: Low - The swift-system tag only pulls in a windows specific fix.
Testing: Verify the Windows toolchain for arm64 builds
