6.0 cherry-pick of #74591
Description: Fixes a crash-on-invalid if a local
lazyproperty was initialized with an expression that has athrowsorasynceffect.Risk: Low. This required an ASTWalker fix, which exposed a missing case in the ASTVerifier; that should not impact release builds.
