Explanation: Updates the swift-collections version used by the toolchain build to 1.1.2
Scope: Affects building swift-collections in toolchain builds

Risk: Minimal - this change has been heavily tested in various toolchain builds and has no code changes to the source, it is only a build configuration change to a configuration that is not yet in use
Testing: Testing done via swift-ci testing, swift-ci toolchain builds, and local toolchain builds
