I have a potential fix PR here: #80925

Though, PR testing isn't exercising this failure, so I can't be 100% sure it fixes the problem. Would it be possible to wait with the XFAIL until I merge the potential fix (in a couple hours after PR testing is done) and then only if that doesn't work, proceed with the XFAIL?

FYI the failure also shows up on https://ci.swift.org/job/oss-swift-RA-linux-ubuntu-22_04/, which presumably runs a bit more often than the packaging job.

Looks promising: One of the jobs turned green, the other is now running.
