v3: automatic pod cleanup

This does two things:

• Deletes pods of completed runs every X seconds
• Deletes pods of failed runs every X * 2 seconds

X defaults to 300, i.e. 5 minutes. Failed run deletion is only a backup as the Task Monitor should already be dealing with this.
