Implementation and tests for

• DeleteTabularData since DeleteTabularDataByFilter will be removed from the API after this SDK release (https://viam.atlassian.net/browse/DATA-1863)
• GetDatabaseConnection

Also:

• Removed organization_id from Fleet's GetModuleRequest
• Added but did not implement Data's ConfigureDatabaseUser RPC since just added into the API but BE not implemented yet.
• Added but did not implement Fleet's CreateKey and GetRobotAPIKeys RPCs
