8.0U3 release artifacts

Changes done:

1. Added the vmware-vcenter, vmware-vapi-runtime, vmware-vapi-common-client wheels in the lib
2. Modified and repackaged the vmc, nsx-vmc and nsx deliverables using the new renamed runtime and common-client and after creating the implicit packages
3. Modified the README.md, setup.py, LICENSE, contributing.md, index.html according to the change needed for 8.0U3
