Add SqlSetting Property to Azure Firewall Policy

Description

Added a new property "SqlSetting" to Azure Firewall Policy. Parameters added for New-AzFirewallPolicy and Set-AzFirewallPolicy to configure this property. A new cmdlet New-AzFirewallPolicySqlSetting is added to create this property.
