The UR_EXTERNAL_DEPENDENCIES option can be used to specify a list of CMake targets that all libraries and executables in the UR build should depend on, e.g. the sycl-headers target.

The `UR_EXTERNAL_DEPENDENCIES` option can be used to specify a
list of CMake targets that all libraries and executables in the UR build
should depend on, e.g. the `sycl-headers` target.
