3.6 branch is for security fixes only.

You are right, @ethanfurman added the backport flag to #11891 three days ago.

Is there a reason to backport this to 3.6?

I don't think this belongs to 3.6. I'm closing this. If Release manager wants this in, it can be easily re-triggered. Thanks all.
