(a previous attempt got stuck during packer build, for no obvious reason)

This run failed b/c mysql didn't start; actually it did, probably just took too long doing container pull: https://github.com/stackhpc/ansible-slurm-appliance/actions/runs/5836385241/job/15904580637
