chore: apply each block controlled teardown optimization

This is a different take on the problem from #11000 which takes into account global transitions. Furthermore, unlike #11040, where we added quite a bit more code in – this keeps the code paths largely the same.

Given that pause_effects is exclusively used in each blocks, we can instead apply the controlled optimization there – as we know all the information we need at this point. I also moved this function into each.js so that its better coupled with what uses it.
