Resolves rdar://78312327

When #37017 was posted, the release/5.5 branch had been cut. However, the PR was only applied to main. This means that the issue that that PR was meant to fix is still present on the release/5.5 branch. This PR applies the reversion (and the test fix that allowed swift-driver to run the SymbolGraph/EmitWhileBuilding test) to release/5.5-05142021.

the new driver fails when running this test, because the file map and
the command-line specify the same module output for both the individual
swift file and the module as a whole
